Initialization Phase
After both FWSM modules have booted and failover is enabled, the modules will attempt to communicate with each other. Once the communication is established, the primary will become active and the secondary will become standby. The active will then synchronize its configuration to the standby. The system is now in a steady state with both active and standby modules.
